Background
mothers2mothers (m2m), a leader in the global effort to eliminate new HIV infections among children and protect the health of mothers, is a non-governmental organization based in

Cape Town, South Africa. m2m’s mission is to impact the health of mothers by putting them at the heart of improving reproductive, maternal, newborn, and child health. m2m’s Mentor Mother Model empowers mothers living with HIV, through education and employment, as role models to help other women access essential services and medical care. Working alongside doctors and nurses in understaffed health centres as members of the healthcare team, Mentor Mothers provide essential health education and psychosocial support for prevention of maternal-to-child transmission. They are rigorously trained and paid, which benefits not only their respective families but also the community as a whole and reduces stigma associated with HIV. Since its founding, m2m has reached more than one million mothers in nine countries in sub-Saharan Africa, and catalysed affiliated Mentor Mother programmes in two additional countries.

m2m is preparing to implement program services in Lagos, Nigeria. In preparation, the organization is conducting a Request for Consultant search to identify an individual to assist in three key areas: (1) landscape and situational analyses; (2) service preparation, including a range of logistics and organizational representative activities; and (3) initial service implementation.
Work to be Accomplished
In preparation to implement psychosocial support services for HIV-positive women in Lagos, m2m’s consultant in Nigeria will be required to complete key activities/tasks according to a workplan developed and authorized by senior m2m staff (Directors of Business Development and Program &Technical Services). The workplan will include at least three key phases (estimated total hours, 680; not to exceed 40 hours/week):
• Landscape and situational analyses
• Service preparation
• Initial service implementation
The proposed work to be accomplished under this consultancy consists of the following activities:
1.      Landscape and situational analyses
A. Consultancy workplan: develop and implement a consultancy work plan detailing key milestones, reporting requirements, and deliverables, in collaboration with the Directors of Business Development and Program & Technical Support. [To be completed within five days of signed Consultant Agreement]
B. Landscape analysis: review key reports and service data from select Nigerian governmental agencies and non-governmental organizations (NGOs) in relation to prevention of mother-to-child transmission (PMTCT) of HIV services in Lagos; analyze foreign donor reports, data, and analyses specific to PMTCT services in Nigeria; conduct key informant interviews with government and NGO representatives; and conduct initial site visits of facilities. [To be completed by September 7, 2013]
C. Site selection analysis: Based on the data reviewed under the landscape analysis, assist in choosing service sites. [To be completed by September 14, 2013]
D. Progress reports: regular feedback, reporting, and information dissemination to key m2m staff. [Ongoing, regular reporting calls to be scheduled in workplan]
1.      Service Preparation
A. Representation: represent m2m in key stakeholder activities, including in-person and telephonic meetings, review of materials, and information dissemination. [Ongoing, with input from m2m technical lead]
B. Stakeholders Meeting: assist in preparation for a high-level government and community stakeholders meeting, including liaison for logistics and staff preparation. [Tentatively scheduled for the week of September 16, 2013]
C. m2m Nigeria set up: assist with m2m Nigeria office set up (i.e., suitable office space, key vendors, benefits packages, etc.), as well as liaison with legal services and country registration [Ongoing; to be completed by December 1, 2013]
D. Staff recruitment: in collaboration with m2m technical lead, lead local recruitment (advertising positions, collecting resumes, conducting interviews, etc.). [To be determined, based on workplan]
E. Collaborate with m2m Head Office: Work with key m2m staff members and consultants throughout the organization to develop content.
F. Progress reports: regular reporting and information dissemination. [Ongoing, regular reporting calls to be scheduled in workplan]
1.      Initial service implementation
A. Representation: represent m2m in key stakeholder activities, including in-person and telephonic meetings, review of materials, and information dissemination. [Ongoing, with input from m2m technical lead]
B. Staffing: with input from m2m Technical Leads and m2m Human Resources Department, hire local project staff and support cohort orientation [To be completed by December 13, 2013]
C. Training: coordinate facility, stakeholder, and staff training, including orientation/sensitisation, job skill training, etc., with support from m2m Head Office [To be completed by December 13, 2013]
D. Collaborate with m2m Head Office: Work with key m2m staff members and consultants throughout the organization to develop content. [Ongoing]
E. Progress reports: regular reporting and information dissemination. [Ongoing, regular reporting calls to be scheduled in workplan]
F. Final Report: provide a final report, including summary of key actions, next steps, key contacts, etc. [To be completed by December 20, 2013]
Payment
Consultant payments will be made monthly upon the production of invoices approved by m2m’s Business Development Director and aligned to workplan (as approved by the Business Development Director). Invoices should be submitted by the last day of each month, with the exception of December (i.e., September 30, October 31, November 30, and December 20). In addition to Consultancy fees, specific expenses for reimbursement will be discussed and agreed upon prior to expenditure.

Submission Guidelines
Applicants are invited to electronically submit the following to mothers2mothers by August 27, 2013 in response to this Request for Consultant scope of work:
• Expression of Interest: not to exceed three pages, including contact information, rationale for expressing interest, brief background on skills and expertise related to the Request for Consultant scope of work, and at least two relevant consulting experiences
• Curriculum vitae (CV): detailing relevant education and experience; specify, client, duration, activities undertaken, and value of consultancy (or annual salary)
• Writing sample: at least two writing samples must be submitted (not to exceed a total of 10 pages)
• Daily rate: calculated in Nigerian Naira, with documentation of method for calculating, detailing:
o at least three assignments supporting the rate (or salary), including: Client name and contact information, services performed, dates of employment, days at rate [note: m2m will verify consultant rates and/or salary, and qualifications]
• References: at least three previous clients/customers/employers to whom similar services were provided
Selection of a service provider will be based on the following criteria:
